Part of Avangrid’s more than $7 billion in investments in New York through 2030 to rebuild substations and transmission lines, to improve resiliency and increase capacity to meet the state’s growing energy demands
Upgrades will improve service for 2,300 customers
ELMIRA, N.Y. — March 7, 2025 — New York State Electric & Gas (NYSEG), an Avangrid company, has completed a $16 million upgrade to the Hillcrest substation in Elmira to increase reliability, resiliency, and capacity for 2,300 customers, including Arnot Ogden Medical Center and Elmira Correctional Facility. This investment is part of Avangrid and NYSEG’s more than $7 billion statewide investments to modernize critical grid infrastructure through 2030 to meet the growing energy demands of homes and businesses and protect the community against severe weather threats.
“Investments in our grid are a top priority at NYSEG because they make a real difference in reliability for our customers and resiliency against the increasingly severe and frequent storms we experience in Upstate New York,” said Patricia Nilsen, president and CEO of NYSEG and Rochester Gas and Electric. “This project will reduce the number of outages and the duration of outages that do occur for customers, as well as increasing capacity for development in this neighborhood.”
The Hillcrest substation rebuild included a new transformer and two compact control houses, giving the station a smaller footprint.
Senator Tom O'Mara said, "We welcome these ongoing investments by NYSEG to upgrade and strengthen its grid to ensure effectiveness and reliability for customers here in Elmira and throughout the region and across Upstate New York, as well as to the benefit of local growth and development."
Christopher Moss, Chemung County executive said, "We thank NYSEG for their commitment to our community through this critical infrastructure upgrade. Their investment not only strengthens reliability for residents and essential facilities like Arnot Ogden Medical Center, but also ensures a more resilient future for Elmira."
City of Elmira Mayor Dan Mandell said, “Many thanks to New York State Electric & Gas for their upgrade at the Hillcrest substation in Elmira. Many City of Elmira customers will benefit from the upgrade, including Arnot Ogden Medical Center and Elmira Correctional Facility. I am also very pleased NYSEG is continuing to make investments in the grid and that investing in the grid is a top priority at NYSEG.”
NYSEG’s commitment to upgrading and modernizing equipment to provide communities with the best service is an important part of its operations. These investments will help reinforce the grid in the face of increasingly severe storms and prepare it for the needs of the future.
